In response to the growing security and humanitarian challenges facing Palestinian communities, particularly in Areas B and C, Holy Land Trust has launched the project Community Preparedness – Dignity Resilience Safety in partnership with the Palestinian Civil Police, the Palestinian Civil Defense, and the Office for Security Cooperation, with support from the Ministry of Foreign Affairs of the Netherlands.

The project’s kick-off meeting took place on Wednesday, 14 January 2026, in Ramallah. It was attended by representatives from the Palestinian Ministry of Interior and the Representative Office of the Netherlands in Ramallah, alongside the Central Joint Operations Centre, as well as representatives of civil society organizations and local communities, as members of the West Bank Protection Consortium.

The project aims to strengthen protection for local communities by supporting legal grievance mechanisms, raising public awareness, and improving coordination between civil society institutions and Palestinian security bodies. At its core, it seeks to rebuild trust and cooperation between Palestinian citizens and security institutions through the development and implementation of a context-specific training curriculum tailored to the Palestinian context and responsive to real, on-the-ground challenges.

Grounded in principles of human dignity, human security, and trauma-sensitive approaches, the project addresses the lived realities and daily challenges faced by Palestinian communities. By enhancing community preparedness, improving communication and cooperation mechanisms, and promoting a collaborative, people-centered model of security, the initiative strengthens resilience, protection, and social cohesion.

Key objectives of the project include:

Enhancing community resilience in the face of emergencies and security-related challenges

Improving protection and public safety for all citizens

Preserving the dignity and rights of Palestinian individuals and families

Strengthening sustainable institutional coordination between civil and security actors

A particular focus is placed on communities in Areas B and C of the West Bank, where protection risks are highest and where strengthening preparedness, coordination, and community trust can make a meaningful difference in everyday life.

Community Preparedness – Dignity Resilience Safety reflects a holistic approach to protection, one that centers dignity, reinforces resilience, and prioritizes safety as a shared responsibility. This initiative embodies Holy Land Trust’s commitment to transforming adversity into collective strength, fostering trust-based partnerships, and supporting Palestinian communities in their pursuit of safety, dignity, and a just future.

As Palestinians, despite all restrictions, we believe it is our responsibility to learn, stay aware, and reclaim knowledge rooted in our land. Alternative education and locally grounded knowledge are pathways toward a more just, sustainable, and connected future.
